dc.description.abstractSocial and technological factors that affect strategic planning in Ghanaian university libraries are explored in a qualitative study of sixty-five senior university officials and three civil servants. Social issues discussed include low status of library profession, the historical weaknesses of school libraries and other specific behaviours that correlate negatively with strategy.
