Mr. David Biggs is a Senior Political Affairs Officer in the Security Council Affairs Division of the Department of Political Affairs at the UN Secretariat in New York, currently serving as Secretary of the Sanctions Committees on Cote d'Ivoire and the DRC. Between 1992 and 1993 he served in Phnom Penh, Cambodia as Assistant to the Director of Civil Administration and later the Deputy Special Representative of the Secretary-General with the UN peacekeeping operation (UNTAC). He has also served in Conventional Arms Branch of the Department of Disarmament Affairs where he dealt with the issue of small arms and light weapons. Mr. Biggs holds a B.A. degree in Journalism/Political Science from UNC-Chapel Hill, and M.A. degrees in Strategic Studies (Australian National University) and Latin American and Caribbean Studies (New York University).en_US
