Importance of Regulatory Frameworks for the Achievement of the Objectives of Modifed Taungya System (MTS) in Ghana: Lessons From the United States and Canada

Abstract

Regulatory frameworks are systems of laws, regulations, and procedures that infuence how organisations operate. A good regulatory framework is important for efcient service delivery and the achievement of the objectives of an institution/organisation as well as helping meet required standards. Published works by forest researchers have basically written on fnding solutions to the challenges of Modifed Taungya System (MTS) encountered by MTS farmers which forms part of internal operations at Forestry Institutions. The question is who checks whether the findings (solutions to MTS challenges) are implemented by the management of these forestry institutions? More importantly, institutional regulators are not part of the organisation’s internal operations or management. For instance, all public tertiary institutions in Ghana have their internal management operations. However, Ghana Tertiary Education Commission (GTEC) is the regulator which helps in ensuring quality and standards at all tertiary institutions. This study adopted a systematic literature review which made use of quantitative data and textual information. The study also adopted the use of Boolean operators in searching for literature in scientifc databases such as Scopus, Web of Science and Google scholar. The findings indicate that Ghana’s current Forestry Commission (FC) oversight of MTS lacks systematic performance monitoring to inform future decisions on how to improve upon it. It also found that establishing forest regulatory authority requires specifc institutional prerequisites.
