The serious and widespread nature of the disturbances in the Gold Coast in February and March of 1948 led the Governor to suggest, and His Majesty’s Government to agree, that the Commission of Enquiry should be given very wide terms of reference. They were asked to enquire into the disturbances and their underlying causes and to make recommendations on any matter arising from their enquiry.en_US
