The interview was recorded in Mexico City, Mexico,on October 1, 1999. The Interviewer was Jean Krasno. Mr. Jorge Montaño was one of the major actors in the Contadora Group during the early 1980s. The Contadora Group was created by the foreign ministers of Colombia, Mexico, Panama and Venezuela to mediate conflicts in El Salvador, Nicaragua and Guatemala that threatened peace and stability in the Central American region. As one of the initiators of this movement, Mexico played an integral role in the mediation process. Prior to his work in conflict resolution, Mr. Montaño served in the Mexican Foreign Service. In this capacity he was appointed Director of International Agencies from 1979 to 1982 and Assistant Secretary of Multilateral Affairs from 1982 to 1988. From 1989 to 1992, he served as Mexico's Permanent Representative to the United Nations; and then Ambassador of Mexico to the United States from 1993 to 1995. At the time of this interview, conducted on 1 October 1999, Mr. Montaño was serving as the President of Asesoria y Analisis, a Mexico-based consulting firm. Mr. Montaño recounted Mexican involvement in El Salvador, Guatemala and Nicaragua.
