Leveraging Digital Diplomacy in Ghana: Prospects and Challenges

Abstract

This dissertation explores the integration of digital diplomacy into Ghana’s foreign policy, examining its potential, challenges, and the evolving strategies of the Ministry of Foreign Affairs and Regional Integration (MoFARI). Digital diplomacy, leveraging digital communication tools and social media platforms such as Twitter (now X), Facebook, Instagram, LinkedIn, WhatsApp, Reddit, Telegram, Zoom, Microsoft Teams, and Messenger, offers a transformative approach to international relations. It enables Ghana to enhance global engagement, strengthen public diplomacy, and connect with the diaspora, advancing its foreign policy objectives and extending its reach on the global stage. Using qualitative research methods, including interviews with key stakeholders from MoFARI, this study investigates the operational differences between digital and traditional diplomacy, emphasizing the benefits of digital platforms, such as cost-efficiency, real-time communication, and broader audience engagement. The research also highlights the challenges faced in digital diplomacy, including inadequate infrastructure, cybersecurity threats, misinformation, and data privacy issues. Case studies, such as Ghana's crisis management during the COVID-19 pandemic and the evacuation of citizens from Ukraine, illustrate how digital tools have effectively addressed immediate international issues. Constructivism and Soft Power theoretical frameworks are employed to analyze how Ghana can construct its national identity and project influence through digital platforms while enhancing its global stature. Findings indicate that while digital diplomacy presents significant opportunities, its full potential cannot be realized without addressing structural barriers, such as infrastructure gaps, technical expertise, and policy enforcement. Recommendations for Ghana’s digital diplomacy include enhancing digital infrastructure, promoting integrated diplomacy, enhancing public engagement, and restructuring expenditure. This dissertation argues that a hybrid approach combining traditional diplomatic methods with digital strategies will allow Ghana to maximize the impact of its foreign policy efforts and position itself as a regional leader in the evolving digital landscape of international relations.
