Dr. Clovis Maksoud was the Chief Representative of the League of Arab States in India from 1961 to 1966 before becoming the League's Special Envoy to the United States in 1974. On 1 September 1979, he became the League of Arab States' Chief Representative to the United Nations, a post he held until he submitted his resignation in 1990, in the aftermath of Iraq's invasion of Kuwait. The vice chair of the United Nations Development Programme (UNDP) advisory board on Arab Human Development Reports, Dr. Maksoud was serving as director of the American University's Center for the Global South at the time of this interview, conducted on 11 August 1997. Here, he discusses the attitudes and growing tensions felt by the Arab League during the Iran-Iraq war and the events that led to his resignation.en_US
