Abstract

This study undertakes a comprehensive assessment of the implementation of Ghana's national textbook development policy in Akuapem South Municipality, focusing on textbook distribution processes, teaching and learning resources, and the policy's impact on student performance. Employing a qualitative research approach, the research draws on questionnaires and interviews with educators and administrators from nine public schools, providing insights into the policy's effectiveness. The methodology involved a comprehensive literature review, empirical data collection, and data analysis using Atlas.ti software. The sample comprised nine public schools selected using purposive sampling to ensure representativeness and accuracy. The findings indicate that textbook distribution in Akuapem South Municipality faces significant logistical and financial constraints, resulting in delays and shortages. Specifically, the study reveals that schools often receive textbooks months after the academic year commences, hindering teaching and learning. Furthermore, there are inadequate teaching and learning resources, particularly science equipment, which limits educators' ability to provide hands-on learning experiences. Despite these challenges, textbooks positively impact student performance, enhancing research skills, critical thinking, and academic achievement. However, delays and shortages undermine the potential benefits of textbooks, emphasising the need for timely and adequate provision. The study recommends addressing logistical and financial constraints, providing adequate teaching and learning resources, and ensuring timely textbook distribution. Additionally, the research highlights the importance of capacity building for educators and administrators to effectively manage textbook distribution and utilization. The research concludes with a call for sustained investment in education infrastructure, resource allocation, and capacity building to enhance teaching and learning outcomes.
