Abstract

The present White Paper must be viewed against the background of the negotiations that preceded the granting of the existing Gold Coast Constitution, for in the Government's proposals for Constitutional Reform, 1953, which formed the basis of the negotiations, the Gold Coast Government made it clear that its proposals were only in respect of the limited transitional period which was necessary in order that the requisite constitutional and administrative arrangements for Independence· could be made. In the opinion of the Government, the Gold Coast is now at the end of this limited transitional period.
