The study highlights the national imbalances of literacy level between men and women as well as rural and urban communities. It bring to focus, the situational, dispositional constraints that discourage and exclude majority of women from participating, retaining and achieving results in literacy programme in Ghana. It draws attention specifically to gender-based constraints faced by rural women in their bid to participate in adult literacy programmes. It therefore calls for the commitment of stakeholder and practitioners to the awareness of such barriers and the need to mainstream such factors in the planning and implementation of adult literacy programmes to promote gender equality. To address such gender barriers the paper shifts focus from targeting literate individuals tor a holistic view of producing literate communities.en_US
