Abstract
A strategy among others for most successful organisations today has been to develop their human resource capacity. Although most companies in similar fields have access to the same technology and often same information, it’s the people within the organisation who make the difference in organisational performance. Having the right teams and capacity of expertise in place provide the foundation for an organisation’s competitive advantage and essential for capacity building. For the developing world to build human resource capacity fit to stand up to international scrutiny and to mobilise excess capacity for export a complete overhaul of institutional structures would be required.
