II: OPENING CEREMONY •••• /2 3. The Session was declared open by the current Chairman of the Council, Dr. Mamouna Malick TOURE, Minister of Foreign Trade of the People's Revolutionary Republic of Guinea. On behalf of the People and Government of Guinea, and the Supreme Leader of the Revolution and Head of State, His Excellency, President AHMED SEKOU TOURE, he welcomed Honourable Ministers, Distinguished Delegates and Observers to the Meeting. In his opening speech, the Chairman stressed the need for the Community, at this point in its existence, to intensify sub-regional cooperation and work towards the true integration of the economies of the States of the Community. This requires that each State honour its commitment to the Community and effectively implement the Acts and Decisions of the authorities of the Community. OUTCOME OF THE DELIBERATIONS Consideration of the Reports of the Executive Secretary? the Financial Controller and the External Auditors (Item 3, 5 and 6) 6. Council took note of the Reports presented by the Executive Secretary, the Financial Controller and the External Auditors. 7. Concerning the management of external financial assistance, especially that of UNCTAD, Council requested the Executive Secretariat to submit to the next session of Council a document on all aspects of this form of assistance. The document should be sent to all Member States before· the end of January, 1984 and should indicate the volume, the form and mode of utilisation of funds leceived from external sources, as well as the relevant projects or the agreements covering this assistance. 8. As regards the payments made by the E~ecutive Secretariat to UNCTAD for the project on computerisation of external trade statistical data of Member States, Council deplored the manner in which the transaction was effected and requested that in future such payments should be made strictly according to well ­ established financial procedures. 9. With regard to the problem of non-payment of contributions by Member States, which seriously affects the operations of the Institutions of the Community, especially the Executive Secretariat, Council recommended that the current Chairman of the Authority of Heads of State and Government should get in touch with his colleagues and stress to them the gravity of the situation. All delegations were also requested to bried their respective governments about the problem with a view to paying contributions and arrears outstanding. 10. On the question of the ~anage~~nt of the ProvideritFund, Council deplored the poor manner in which it was beiri~ handled and requested the Chief Executives of the Institutions of the Community to do everything possible to improve the situation. 14. Council further invited the Executive Secretariat and the ECOWAS Fund to make available to the Financial Controller quarterly bank statements of accounts. 15. The principle of subscribing to an insurance policy to guarantee the Community's bousehold furniture and equipment in the residences of staff members was rejected. It would be incumbent on the beneficiaries of such assets to assume responsibility for their safety. 16. Council rejected the proposal by the External Auditors that the Financial Controller should be a co-signatory to Community accounts outside the Community. 17. Council also decided that the chapter on "contingency" contained in the Budget proposals should be maintained and that the utilisation of the relevant appropriations should be strictly limited to expenditure not specifically provided for in other sections of the budget. It was stressed that the transfer of funds from one Chapter to another must be done with the prior approval of the Chairman of Council, in conformity with the provisions of the Financial Regulations. 18. The Chief Executives of the Executive Secretariat and the Fund were requested to prepare the accounts and financial statements for the 1983 Financial Year by February 1984, and place them at the disposal of the External Auditor within that time limit. Implementation of Decisions ·by Member States (Item 4) 19. On this Item, Council once again observed that the implemen­ tation of Acts and Decisions of the policy-making bodies of the ••• /7 r r r ri.' .. The Executive Secretariat was requested to send on time a'list of all Acts and Decisions of the policy-making bodies of the Community to Member States to enable them r~port to Council the progress made on their implementation~ Each Member State would have to prepare progress reports on the application of the Acts and Decisions of the Community to be presented to the appropriate Commissions. The Executive Secretariat would then prepare a summary document to be submitted to each session of Council. Where any Member State encounters difficulties with the application of Acts and Decisions of the Community, it may appeal to the Executive Secretariat for necessary assistance. Reports of Technical Committees and Commissions (Item 7) Committee of Experts on Staff Regulations (7.a) 20. Tbe report on the work of this Committee submitted by tbe Executive Secretariat, was adopted. Article 38 of the Draft Staff Regulations was amended by Council to read as follows: "ARTICLE 38: MATERNITY LEAVE (OLD ARTICLE 43) A female staff member (i) shall be entitled to absent herself from her duties six weeks immediately preceding the date of confinement upon producing an acceptable medical certificate that her confinement will probably take place within six weeks; (ii) shall be excused from working during the six weeks following confinement. The new draft text of the Staff Regulations was adopted, therefore, and will cQme into force on 1st January 1984. , .' Trade, Customs, c' Immigration, Money and Payments Commission (7.b) 22. The report was presented by the Chairman of the Commission and adopted without amendment. Joint Meeting of Trade, Customs, Immigration, Money and Payments Commission and the Industry, Agriculture and Natural Resources Commission (7.c) 23. The report of this Joint Commission which considered the Draft Protocol on Community Enterprises was presented by the Chairman of the Meeting. 24. The attention of Council was drawn to the fact that the relevant documents on this matter had been made available to each delegation, and were to be forwarded to their respective national authorities for careful consideration with a view to discussing them at the next meeting. Industry, Agriculture and Natural Resources Commission (7.d) 25. The report presented by the Executive Secretariat was adopted by Council after an amendment by the delegation of Niger requesting that the Tarna Seed Centre be replaced by the Lossa Centre (Niger). Transport, Telecommunications and Energy Commission (7.e) 26. The report presented by the Executive Secretariat was adopted with the following amendments: nIt is to be understood that Member States will be responsible for financing the Sorting Centres." Council agreed to recommend to the Authority that the title of the Commission be amended by replacing the word "Telecommunications?' with "Communications" in paragraph 1(c) of ArtiG:le 9 of the Treaty. • •• /9 r r r r r r r r r r r r [ r r r r r r r r - 9 - Committee of Governors of Central Banks (7.f) 27. The report presented by the Executive Secretariat was adopted by Council, which also approved the terms of reference of studies to be carried out in the area of monetary cooperation. Committee of Finance Experts on the Budget of the Secretariat (7.g) 28. Council expressed serious concern at the very high rents which place a great strain on the budget of the Executive Secretariat. Council, therefore, strongly appealed to the Federal Government of Nigeria to give the Executive Secretariat every assistance needed to resolve the problem. 29. Furthermore, Council considered that the smooth functioning of the Community depended in large measure on the type of facilities offered by the host country of the headquarters. The Executive Secretariat was consequently requested to produce a detailed report for presentation to Council on all the difficulties resulting fr~m the fact of it operating in Lagos. 30. In order to assist in arriving at a satisfactory solution to the problem of high rents, the Executiv~ Secretariat was requested to prepare for the next session of Council a detailed report on the following alternatives: 1) payment of a housing allowance to professional staff; 2) construction of staff quarters. 31. With respect to the issue of Headquarters Agreement, Council decided after.a lengthy debate, to appeal to the Federal Government of Nigeria to have this Agreement signed within the shortest po~sible time. ••• /10 r r r'·"· ( (. .J _ , f[ I: f'· 'l' " - [ [ - 10 - 32. Council decided, that as in the case of the Fund, the sum of 10,000 U.A. be included in the Secretariat's budget for training', and that the provision, for maintenance of staff quarters be deleted from the budget of the Fund. 31. The 1984 budget app~oved for the Executive Secretariat amounted to the sum of 6,536~129 U.A., for both Revenue and Expenditure. Report of the Board of Directors of the Fund (Item 8) 34. This report was adopted by Council. The Chairman of Council was mandated to rectify the total for the ECOWAS Fund Budget for 1984, taking into account the modifications made to the estimates for the Heading "Maintenance of· Residences". 3SA Council also decided that pending consideration by the Board of the.Memorandum from the Managing-Director of the Fund on th-einc1usio.n in the budget of provision for a Treasury DepBrtment, the status quo be maintained, whereby the Treasurer would retain all the b~nefit8 of his office but will be accountable to the Director of Finance. Article 2 The Executive Secretariat shall intensify its,effort to collect information which will facilitate the physical and financial assessment of priority projects and shall improve the coordination and scheduling of Sub-Regional Projects. Article 3 Member States are hereby invited ,to provide the Executive Secretariat with all information necessary for the periodic assessment pf the progress made in the implementation of the established programme. Article 4 Donor countries and financing institutions are hereby being appealed to participate wholeheartedly and constructively in the development of postal services in the West African Sub-Region. Article 2 The RICHARD TOLL Centre sh~ll be replaced by the FANAYE Centre (Senegal). The BABOUGOU Centre shall be replaced by the MOLODO Centre (Mali) and the TARNA Centre shall be replaced by the LOSSA Centre (Niger) 0 Article 3 Further studies must be carried out on the ZARIA (NIGERIA) and ROKUPR (SIERRA LEONE) Centres as in the case of the other centres, paying particular attention to their equipment~ personnel and financial requirements 0 Article 4 The Executive Secretariat shall undertake feasibility studies on each of the Centres. (i) The feasibility studies will make proposals on the legal status of the Centres and take a proposal on which of 2 or 3 crops they should specialise in producing in order to make the Centres more efficient and profitable. Where such preliminary studies are not available, they should be carried out to enable final assessment to be made as to the viability of the centres. . Article 5 The Executive Secretariat is requested:- - to assess, within the shortest possible time the produc­ tion potential of ahd the demand for selected seeds of cereals and other planting materials in Member States; - to establish a sub-regional Seed Multiplication Committee responsible for the implementation and coordination of a Community Seed Development programme. Article 6 Member States are called upon to formulate short-term legislation on seed trade at national level lead-ing eventually to legislation on seeds at the sub-regional level. I performed this same office only a few days ago, and today I would like to reaffim the total preparedness of the Guinean People to make your stay in our CapitaJ., Conakry, as pleasant as possible. Once again I orave your indulgence for the inadequacies which you are aure to have noticed in the fa~ilities which you have been offered he~. The holdiIig at once and the same time, in Conakry, of the 12th Congress of 'the .DemoQratic party of Guinea, and of the different ECOWAS meetings have, in effect, oreated a great number of problems. The meetings of experts and the meeting of the Board of Direotors of the Fund are over, and we are about to begin the session of the Counoil of Ministers. I feel I should, at this junoture, give you mroveralJ. impression of these prooeedings, for it has been very muoh on my mind. I feel we are . going slowly - muoh too slowly. We have held a great number of meetings at considerable .ost both to the "Executive Secretariat and to our different Member States. I cannot help thinking, however, that despite the saorifices made by our toUing masses, the re~1t8 of our endeavours here are well below the level " " . of our hopes and expeotation~~ We have taken the decision to act in Qoncert, working towards economic integration, towards the revitalivation of exohanges of all kinds, secure in the ,~nviction that only thus can we achieve the development of our states. We have all therefore embraced the noble ideals which we feel refleet the ligitimate" aspirations of the Peoples who have given us mandate to str:i.y-e for their welfare. We must acknowledge, however, that ~hen we co~e together at these meetings, the unity of "action to whi.~ our peoples aspire, is sadly absent. r r r r r r r r r·.'·'· 1"; r r rl .... :·" ( r:.;'.· r - 2 - We have to acknowledge that it is with great difficul ty that we come to agreement on those concrete achievements which would enable us to present results - however limited - to those who have placed their confidence in us, and made us the propelling force in the drive towards development. I should therefore like, at the beginning of this session to appeal to your spirit of understanding and stress the need for us to constantly bear in mind the objeotives of:lUlity and economio integration which we fixed for ourselves and also remember that it is imperative for us to satisfy the legitimate development needs of our peopleso No real progress has been made in respect of our programme of activity which includes trade liberalisation and pro~otiont immigration problems and development in the fields of Agril&ulture, Industry, Transport and Cormnunica­ tion etc.. We must therefore try to bring this period of stagnation to an encLt However, the major problem before us is that of obtaining funds. The Secretariat is not receiving contributions from Member States and it therefore finds itself in a very cri tical finanoial situation. I t is quite obvious that this no~-p~ent of oontributions will only hold up the activities of our organization. This is why I wish to make a' "special appeal. to all Delegates to urge their respective Governments to pay up their contributions. Finally,. I Should like to sollicit your cooperation in assisting me to conduct the proceedings of this meeting successfully.
