CONCLUSIONS OF DELIBERATIONS ITEr·1 2: CONFI RMATION OF THE APPOINT~1ENTS Ol4' THE EXECUTIVE SECRETr-1RY AND THE ~tr~NAGING DIRECTOP OF THE FUND 8. The Council!' in accordance with the ?C',.,ers vesterl in it, confirmed the appointment of Mr. Mahenta Birirna FALL as the Hanaging Director of the ECOt-J~.8 Fund for Cooneration, Compensation and Development. Council also decided to submit for the consideration of the Authority the confirmation of the appointment of r-1r. Mornoau MUNtJ as the Executive Becretarv of ECOWAS. To this end, a draft Decision for arloption by the Authority is attached as an appendix to this ReDort. ITEM 3: OATH OF ALLEGIANCE OF THE MA~AGIN~ DIRECTOR OF THE prmn Mr. Mahenta B. FALL swore an oath of allegiance as Managing Director of the Fund before the Council in accordance with the provisions of Article 7 of the Staff Regulations. The Executive Secretary presented his report in which he outlined the progress made bv ECOT~AS and stressed the difficulties encountered in the imnlementation of develorment programmes and projects a~opte~ by the d~cision­ making bodies of the Community. The rPDort also identified the resources necessary for t~e ~ursuanc~ of the obiectives of the Community and m3de projectior.s for the future. rmm : .' The Executive Secretary's re?ort focuss~d on the following four headin~s economic situation activities of the Community relations with the outsioe wor13 1985/86 work programme 12. After congratulating the Executive Secretary for the quality of his report, Council made the followinq observations: On the economic situation of states of the sub-reoion, Council noted that the report did not mention I~F (International Monetary Fund) interventions in certain ~ember states, particularly, financial adjustment pro~rammes desi~ned to correct imbalances. Henceforth, the Executive Secretariat should inf.orm Council of measures taken in this regard in collaboration with the IMF and assess their impact on the economic situation of Member States. The Secretariat should also outline the various measures to be adopted to overcome the econo~ic crisis in the sub-region. Council noted that the report did not sufficiently underscore the deterioration of terms of trade. Export earnings in real terms have remained unchanged oeepite the increase in the value of the dollar - the major trading currency. Commodity prices keep fallinq because of internati~nal speculation, while the Drices of manufactured goods continue to rise. r l r r r r r r r r r r r L r r r r r r 7/ ... The Executive Secretariat should focus ~reat~r attention on the nroQlem of excessive indebtedness of Third ~orld countries carticularlv ECOW~S Member States. This issue should be examined more thoroughly to find ways and means of alleviatinq the harmful effects of the crisis on the economic situation of states of the sub-region. On economic recovery, Council requested the Executive Secretariat to modify its approach in the im?lemenation of the relevant programme. In addition to th2 services of universities, the Executive Secretariat was further directed to resort to experienced practitioners in the field ot economic development, bearing in mind the recommendations of the Lagos Plan of Action and pinal ~cto Council requested that the portions of the reoort relating to the way in which experts of the ~inisterial ~d Hoc Evaluation Committee had carrie0. out their work, ann to the problem of non-implementation of ~c~s 3nd ~~cisions of the Community be presented in a more circumsnect manner. On the recommendation relating to emergency aid measures to alleviate the effects of drought and famine in Member States, Council requested that in view of the importance of this item, it should be considered under item 6 of the agenda, that is, Economic matters. b) Trade, Customs, Immigration, Money and Payments Commission 15. The report and recommendations were presented by the Chairman of the Commission and they were adopted by Council with the following observations : 1) Trade : The Consultation and Coordination Committee responsible for programming Trade Fairs and similar events should, as soon as i~ is established, compile a list of the various types of Trade Fairs and Commercial events in the sUb-region in order to determine those which should be organised at Community level and those which are to be organised at the national level. The Committee should also outline the type of coordination to be established between the two groups. 2) Cus toms : a) Computer Programme having taken cognisance of the need to computerise external trada data of Momber States, and in view of the fact tha~ the ASYCUDA project could be imprqved upon, Council , 1 9/ .. . recoll!mended thilt the Execut ive Secr ·:::tar iat sh ou ld t ake the neces sa r y ste ps to e~su r e : i) that this project become s mo r e functional and compa tible with th e systems ex isting in the other ~ember states; and i i ) that a more efficient computer system is i nstal l ed in the Member States . The Secretariat was also requested to draw up the tech n ical specifications in order t o enable Counci l take a dec i s i on. Conce rning the list of industrial e nte r p rises which may have the capacity to export their Dronucts to Mem ber S t ates and as a result benefit f r om the preferent i al t ax appl i cabl e to originating Commu nity p r od ucts , Member States were requested to forward this l i st to th e Execut i ve Sec r etar i at together with the doss i ers of th~ industr i al enterprises concerned .
