Finance and Economie Development of the Federal Republic 
of Nigeria welcomed members c~f Council and their 
delegations to Nigeria and wished them a pleasant stay in 
Abuja. The Honourable Minister stated that it was a 
source of pride to the Community that the Council of 
M:'nist.ers was holding ; + c:~ ....L • .... '~ twenty-'ninth session in the 
bUilding of the Community Headquarters. He expressed his 
appreciation ta Member States for their contributions, the 
Ad Hoc Ministerial Committee on the Construction of 
Community Headquarters and those involved in the 
construction of the magnificent edifice.

5. The Nigerian Minister observed that the Session had 
a long agenda before it and the items dealt with weighty 
matters. ne exhorted Council members to be as thorough, 
precise and persevering as in the past 50 that viable 
proposals and recommendations could be submitted to the 
Authority for consideration . 
6. Honourable Alhaji Alhaji commented on such items on 
the draft Agenda as the implementation of Community trade 
liberalisation scheme, the single monetary zone prog~amme, 
the enhancement of the resources of ECOWAS Fund and the 
rationalisation of West African inter-governmental 
The Minister expressed the view that, in 
spite of the difficulties facing Member States, a much 
greater S11t)u.lcl rfj8,ae to raise the level of 
implementation of Community programmes and meet Member 
financial obligations to the Community. He 
stressed that the Community should be in a position to 
address the fundamental structural problems of the West 
African economy and assure the peace and stability of the 
entire sub-region. 
7. The Chairman of Honourable Mbemba JATTA, 
Gambian Minister of Trade, Industry and Employment also 
welcomed all delegations ~o ~he Twenty-ninth Session of 
Council. The Chairman expressed the sincere gratitude of

BABANGIDA, President and Commander-in-Chief of the Armed 
Forces of t.lie Federal Republic of Nigeria. to the 
Government and people of Nigeria for the fraternal welcome 
and warm hospitality extended to all delegations. I~ his 
account of developments within the sub-region during the 
past year, the Chairman expressed concern over the very 
slow pace of economic recovery in Member States and the 
growing ins~ability in the sub-region. He 
stated that a global hurricane of change was blowing with

socio-political life of West Africa. 
8. Honourable Mbemba Jatta stated that ~ne time had 
come for an urgent review of the situation in the 
re-asseS::HfJe:nt Community cooperation 
programmes, a.cl·.:)ptirlg effect.ive 
measures and options fer regional integration. In this 
regard, the Chairman drew the attention of Council to the 
i.33ue of institutional rationalisation of integration 
efforts, the proposal to adopt political principles to 
guide Community and its Member States in 
addressing the political dimensioIl of regional 
integl'ation. Aftel"' a detailed aecour!!. of the 
implementation of Community programmes during the past 
year, the Chairman expressed the hope that Member States 
would show greater commitment to regional integration. 
9. The Chairman also stat~d that the signing of the 
Treaty establishing the African Economic Community was a 
particular challenge to West Africa. He said that apart 
from the need to make effective instrument for 
the national development of Member States, there was now 
the additional task of shaping ECOWAS to 
reQuirements of the Pan-African integration organisation. 
The Chairman expressed the fear that unless this new 
challenge was tackled with the seriousness it deserved, 
West Africa would fall further behind the rest of Africa.

..i.'-'" Dr. BUNDU, ECOWAS Executive Secretary 
presented his Annual Report, covering the 1990/1991 
period. He pointed out that in addition ta the regular 
ec::momic cooperation programmes .' the Community was 
involved in the restoration of peaee and security in 
Liberia. The Executive Secre~ary indieated that the 
combination of economic hardships West Africans have been

enduring over the years and the recent political upheavals 
were seriously tlrldel"rIlirlirlg sub-regional pe~9.ce and 
stability.He stated that this led him ta initiate work on 
the formulation of basic political principles to guide 
both the Community and the Member States 50 that the 
C)mmunity (~ot:tld address the political dimensions of 
regional Integration more meaningfully. 
13. The Executive Secretary pointed out that the slow 
recovery of the economies of the industrialised countries 
presaged a gloomy future :for the West African econom;v. He 
indicated that the preoccupation of Member States in the 
recent past with achieving short-term external equilibrium 
had led ta import contraction, low levels of domestic

Dr. Bundu stated a combinatlon of these 
problems and that of the increasing indebtedness of Member 
States, made it Imperative that the Community appreciate 
the advantages of and commit themselves to regional 
coope:ration common approach to the economic 
development of the sub-region. He contrasted the low

15. During the discussion thet ensued on the issues 
raised in the Annual Report, Council noted initiative 
t.e~kerl by the Republic of Senegal ln establishing a 
Ministry for African Economie Integration, since this 
raised regional integration hish in the arder of national 
priori t,les. In order ta facilltate the monitoring of 
developments in the economy of the sub-resion, Council 
requested Member ta flow of 
information and data Secretariat, 
particularly on issues as population figures, 
employment situation. absorptive capacity of the national 
economy, social aspects of structural adjustment 
prograrr!mes (SAPs) and t,he relation between these reform 
programmes and the ECOWAS cooperation programmes. Council 
urged the Executive Secretary ta expedlte action on the 
study on alternative forms of finaneing the Compensation 
Budget. and tl1e ;,)pera t.ional budgets of 
Institutions. Couneil requested the Community 
Institutions ta seek beyand the Bre~ton Woods Institutions 
in the mobilisation of concessionary funds for financing 
Community development prograœmez. 
16. The Executive Secretary was asked ta siva priority 
in fut~re ta Community programmes that would have a 
greater impact on the 50cio-economic development of Member 
States and on regional integration. Member States were, 
on their part, lnvited to take aIl necessary rneasures to 
ensure an effective !mplementation of Community Acts and 
Decisions. Counell a130 requested Member States to enact 
the appropriate legislation necessary for the application 
cf the Community instruments relating te the ECOWAS trade

Hoc Commit.tee. After lengthy discussion of the issues 
raised, Council adopted the report subject to t,he

19. The report of the meeting of the Ministers of Youth 
was presented by a representative cf the Chairman of that 
meeting. After sorne discussio~ on the issues raised in 
the report, Couneil agreed ta recommend ta the Authority 
to approve in principle the establishment of WAYU. The 
Executive Secretariat was directed to assist WAYU with the 
review of its stat~tes to reflect the precedent set the 
West Afriean Women's Association (WAWA) and to submit the 
revised WAYU statutes to the next session of Couneil.

Community Institutions 
20. The Chairman of Hoc t1inisterial Committee 
presented the report which dealt with a financial claim of 
six hundred and seventy-five million, six hundred and 
fifty-three thousand, three hundred and two CFA francs 
(675,653,302 peFA) being made bv Consortium d"Entreprise 
ceDE). The claim was in respect of damages which CDE 
have 5ustained as a resul~ of delays in the 
the Fund headquarters il), Lome.

of the establishment cf the Multilateral Mineral Resources 
Centre in West Afriea and the strengthening of the Energy 
Division of ~ne Executive Secretariat. Canncil decided 
that the establishment Centre should be deferred 
until a decision ls taken on the rationalisation of IGOs 
in the sub-region.

remain secondary to the ultimate objective of

be the motive force behind demand for the tourism

The Executive Secretariat shall intensif y its efforts 
in this direction, and approach specialised 
international institutions and foundations for funds 
to finance youth mobilisation projects at Community 
lovel. This drivE.: shall complement existing 
activities such as school and university exchange 
programmes and workshops. The Secretariat shall also 
encourage harmonisation of national laws on school 
holidays in order to put the structures for supply to 
more effective use. 
Promotion of Traditional Handicrafts as a Part of

In recognition of the unquestionably important role of 
traditional arts and crafts as an attraction in the 
promotion of tourism, the Secretariat shall pursue its 
efforts to fully implement on-going Community projects

consolidating the organisation of cottage industries 
at national lovel and encouraging promotion of 
handicrafts through events such as the ruagadougou 
International Handicraft Fair (SIh~) which focus on 
tourism and handicrafts.

need for incentives g without which growth Is

At Community level, considerable efforts have been 
made to promote facilitation specifically with regard 
to the signature and implementation of the protocols 
on free movement of persons, goods and services 
applicable to nationals of countries within the 
sub-region. NO common stand has however been adopted 
with regard to the policing of foreign nationals. 
The introduction of a group tourism visa valid for aIl 
Member states could be the ideal solution to this 
problem. The Secretariat will have to look into the 
matter. 
~hCI embarkation and disembarkation forms; and the 
arrivaI and departure forms required at land border 
are undoubtedly use fuI for statistical purposes. They 
are, however, a nuisance to the tourist, espocially 
since the information requested varies from one 
country to the other. 
hs regards customs forms, only the principle roflects 
an attompt at harmonisation. The tariffs payable arc 
calculated on a multiple, heterogonous basis which 
definitely needs to be reviewcd if the purpose, meaning 
and full impact of customs forms are to be retained. 
The Secretariat shall prepare a study on the harmoni­
sation of customs forms. 
Regulations governing hunting, fishing and border 
formalities are heterogeneous v changeable and unfami­
liar to visitors. 
The Secretariat plans to prepare a study on the harmo­
nisation of aIl these areas, similar to the study 
already carried out in Member countries of the Conseil 
de l'Entente \'/hich a.re also full of Members of the 
Community.

use. It is most necessary to come to agreement as 
to the uses, methods and techniques of data 
collection, secn as a proper basis for tourism

The final objective of this collaboration will be 
the establishment of a Community tourism body.

regulating Inter-State Raad Transportat on between ECOWhS 
Member states signed in Cotonou on the 28th May 1982 which 
stipulates that the maximum axle load of the various types 
of vehicles authorised to carry out nter-State Tranpor­
tation should not exceed Il.5 tons.

The budget for the compensation of projected 10ss of 
revenue by Me~ber states as a result of the irnplementation of 
the intra-Community trade liberalisation scheme which stands at 
Cne rril1ion, five hundred and ninety thousand, three hundred 
Units of hccounts (UA 1,590,300) is hereby adopted for compen­
sation of projected loss of revenue for 1991 • 
This amount sha11 be paid into a special fund under the 
management of the ECOWbS Fund and shall constitute the permanent 
resource of tbe fund which shall be used exclusively for payment 
fer 10ss of revenue suffered by Member states as a result of 
trade liberalisation.

Director of the Fund shall be responsible for the implemen­
tation of this Decision.
