The Honourable Minister stated that it was a source of pride to the Community that the Council of M:'nist.ers was holding ; + c:~ ....L • .... '~ twenty-'ninth session in the bUilding of the Community Headquarters. He expressed his appreciation ta Member States for their contributions, the Ad Hoc Ministerial Committee on the Construction of Community Headquarters and those involved in the construction of the magnificent edifice. \" ~ \'. i ________________ --~------------------,_----------------------------------------~--\~. m.$ w' • - 3- 5. The Nigerian Minister observed that the Session had a long agenda before it and the items dealt with weighty matters. ne exhorted Council members to be as thorough, precise and persevering as in the past 50 that viable proposals and recommendations could be submitted to the Authority for consideration . 6. Honourable Alhaji Alhaji commented on such items on the draft Agenda as the implementation of Community trade liberalisation scheme, the single monetary zone prog~amme, the enhancement of the resources of ECOWAS Fund and the rationalisation of West African inter-governmental The Minister expressed the view that, in spite of the difficulties facing Member States, a much greater S11t)u.lcl rfj8,ae to raise the level of implementation of Community programmes and meet Member financial obligations to the Community. He stressed that the Community should be in a position to address the fundamental structural problems of the West African economy and assure the peace and stability of the entire sub-region. 7. The Chairman of Honourable Mbemba JATTA, Gambian Minister of Trade, Industry and Employment also welcomed all delegations ~o ~he Twenty-ninth Session of Council. The Chairman expressed the sincere gratitude of t.e) Exc~ellerlc:y General Ibrahim Badamasi BABANGIDA, President and Commander-in-Chief of the Armed Forces of t.lie Federal Republic of Nigeria. to the Government and people of Nigeria for the fraternal welcome and warm hospitality extended to all delegations. I~ his account of developments within the sub-region during the past year, the Chairman expressed concern over the very slow pace of economic recovery in Member States and the growing ins~ability in the sub-region. Honourable Mbemba Jatta stated that ~ne time had come for an urgent review of the situation in the re-asseS::HfJe:nt Community cooperation programmes, a.cl·.:)ptirlg effect.ive measures and options fer regional integration. In this regard, the Chairman drew the attention of Council to the i.33ue of institutional rationalisation of integration efforts, the proposal to adopt political principles to guide Community and its Member States in addressing the political dimensioIl of regional integl'ation. Aftel"' a detailed aecour!!. of the implementation of Community programmes during the past year, the Chairman expressed the hope that Member States would show greater commitment to regional integration. 9. The Chairman also stat~d that the signing of the Treaty establishing the African Economic Community was a particular challenge to West Africa. He said that apart from the need to make effective instrument for the national development of Member States, there was now the additional task of shaping ECOWAS to reQuirements of the Pan-African integration organisation. The Chairman expressed the fear that unless this new challenge was tackled with the seriousness it deserved, West Africa would fall further behind the rest of Africa. ELECTION OF BUREAU :0. In order ta facilltate the monitoring of developments in the economy of the sub-resion, Council requested Member ta flow of information and data Secretariat, particularly on issues as population figures, employment situation. absorptive capacity of the national economy, social aspects of structural adjustment prograrr!mes (SAPs) and t,he relation between these reform programmes and the ECOWAS cooperation programmes. Council urged the Executive Secretary ta expedlte action on the study on alternative forms of finaneing the Compensation Budget. and tl1e ;,)pera t.ional budgets of Institutions. Couneil requested the Community Institutions ta seek beyand the Bre~ton Woods Institutions in the mobilisation of concessionary funds for financing Community development prograœmez. 16. The Executive Secretary was asked ta siva priority in fut~re ta Community programmes that would have a greater impact on the 50cio-economic development of Member States and on regional integration. Member States were, on their part, lnvited to take aIl necessary rneasures to ensure an effective !mplementation of Community Acts and Decisions. Finallyv the Secretariat proposes to work in collaboration with organisations of professionals of the tourism sector to encourage the emcrgence of Cornmunity tour operators who will be responsi­ ble for marketing intra-rcgional tourisrn, thercby reducing the excessive àcpendency of the industry on tour opcrators from the trac1itional sourCQ markets, and on operators in the target countries, to which category aIl our Member states bc-long.
