II. OPENING SESSION 3. The Session was declared open by Mr. KomIa ALIPUI~ Honourable Minister of Economic Affairs and Finance of the Republic of Togo. On behalf of His Excellency, General GNASSINGBE EYADEMA, Founder-Chairman of the T0801ese People's Rally, President of the Republic, and on cehalf of the Government and People of Togo, he welcomed honourable delegates and observers. On behalf of his honourable colleagues, he expressed his profound gratitude to Dr. KALU I. KALU, Honourable Minister of Transport of the Federal Republic of Nigeria who over the past two years, successfully assumed the Chairmanshi? of the Council. The Minister drew the attention of Council to the very unfavourable international economic environment which has been worsened by the locust inva~ion threatening the economies of the sub-region (the speech is attached as an annex to this report). 4. It is however understood that the Executive Secretariat will prepare a note on the feasibility of these recommendations, in the light of available resources, and of priorities to be determined later. 29. Following these observations, Council decided to reconsider all documents of the Commission at its next ~ession in November 1988. Item 5 Memorandum on the status of Ratification of Protocols and Conventions deposited at the Executive Secretariat 30. The progress report on the status of ratification of Protoc~ls and Conventions signed by the Authority of Heads of State and Government was presented by the Executive Secretariai.. 31. Council took note of this report and urged Member States to speed up the process of ratification of all those Protocol$ and Conventions that are yet to be ratified. 32. Bow else CQuid it be when this is the organisation which our Heads of State and Government have mandated to translate into real! the aspirations of the ?eo~les of the west 2 African sub-region to live in an in rated, harmonious and developed Community, in response to a world which is dai beco more and more ruthless and inaccessible to the basic virtues of solidarity and mutual assistance. That is why, Honourable Ministers, Distinguished Delegates, Ladies and Gentlemen, I would like, first of all, to perform the pleasant d assigned to me by the Head of State of the Togolese Republic, General GNASSINGDE EYADEMA: that of extend­ ding to you the most cordial welcome to Lome in the Togolese ~ c and to the rters of the Togolese leis Ral a centre of dialogue, consultation, international co-operation and friendsh among p s. Honourable Ministers, may I, on your behalf, express our profound itude to our colleague from the Federal Republic of ria, Mr. Kalu Idika KaIu, Minister of Transport, who has been Chairman of our Council for two years, carrying out his duties with clear sightedness and competence. The outcome of the preparatory meetings of our Council will soon be submitted for our consideration. It is our tv deliberate on it while bearing in mind the international economic environment which has failed to alleviate the con­ straints of the third world and more particularly those of our continent, and which has worsened the inflexibility of a system which is becom increas ly unfair and unbearable. TO these must be added the devastating effects of i~por inflation and excessive indebtedness. As if this was not enough, most Member States of ou~ Commu~ity now find themselves faced with a99resgion from,another front ~ the invasion of migratory locusts. Huge swarms o~ theee insects have baen in Burkina Faso , Cape Ver~8. Mali, Mauritania anu Senegal. Th$Lr larvae been repor~ed elsewhere in large numbers and the invasion is certain to become more wi read after the rainy season in the Sahel. - ~ - In the face of this two pronged aggression oy both man and nature against our Community, judicious snd bolJ decisions must be taken ift order to re-kindle in our peoples, the hope born over ten years ago with the creation of ECOWAS. Honourable Ministers, fully aware of our responsibilities it ves me great satisfaction to note the presence here today of the majority of those charged with directing the activi­ ties of the states of our Community~ aimed at achieving better integration of our economies. Bonourable Ministers, I would like our discussions to reflect these fundamental observations and, rather than being a source of discouragement, they should stren en us in our oontinu aspi towards aohie the neoeasa integra- tion of ECOWAS. For, as President EYADEMA declared in his closing speech at the 5th Summit of our Communi in Lome in 1980. what we should remember is that ours is an irreversible option and that, whatever the difficulties, whatever the obstacles - and these in case are in natural order of thin~s - ECOtlAS is, and shall remain, the 1 environment within which our people shall achieve the progress necessary for their survival. OPENING SPEECH BY THE HONOURABLE MINISTER OF TRANSPORT OF THE FEDERAL REPUBLIC OF NIGERIA AND CHAIRMAN, ECOWAS IL OF MINISTERS, DR. KALU I. KALU, AT THE MEETING OF THE- COUNCIL OF MINISTERS 1 HOLDING~N LOME, TOGO FROM 18TH TO 2 Honourable Ministers, The Executive Secre of ECQWAS, The Man Director of the ECQWAS Fund, Disti shed Delegates, Ladies and Gentlemen. It is my special privllege and pleasure to welcome you to the 22nd Sess Economic Communi of the Council of MinistGrs of the of West African states (ECOWAS) taki place here, in the Togolese capital, Lome. I wish to express my profound gratitude and thanks to His Excellency General Gnassin e EYADEMA, Founder Chairman of the Togolese People's Rally. President of the Togolese Republic, the Government and people of Togo for host! us to this round of our meeting an d for making excellent facilities available for us. This is a clear demonstration of the sincere commitment of the Government and people of Togo to sub-regional co-operation. Dear Colleagues, Distin ished Delegates, Our roeeting is once more called upon to take a hard look at the performance of our organisation within the last six months and to take decisi~ns that will determine its new course of action. It is reqret~able to observe that after ten years of the existence o~ ECOWAS, the sub-region is still grappling with the lem of the construction of the trans- West African Highway, the a~sence of telecommunication links to our State tals, the low leval of agricultural ion resulting in the perennial incidence of food scarcity, famine and hunger the destructive action of migratory locusts and the menaae of desert encroachment and erosion. One may be inclined to ask some pertinent questions as to what extent have the institutions of our Community geared themselves towards address these problems? Have the programmes of the Comm~nity been well articulated to meat the challenges posed by these lems ? How far have we d the institutions of the Community with the necessary 2/ ... wherewithal to implemen~ our programmes? These aDd some other questions should agitate our minds during this sessiOO'of Council. I wish to draw the attention of my dear Colleagues to the launching of the ECOWAS Economic Recovery Programme in Abuja in July, 1987. The Economic Recovery Programme is our positive response to tackle the severe crisis of underdevelopment. After a year of its launching, I am happy to report that some progress has been recorded in the implementation of the programme. The African Development Bank (ADB) has granted the ECOWAS Fund a credit line of US $40 million to finance some of the projects. A donors coordination meeting on regional intergration projects was held in Lome in April 28 to 29, 1983, where invited donors confirmed their interest in the financing of several projects in the transport and telecommunications sectors. The ECOWAS Fund, I am assured, is still continuing its search for external funds to finance other projects which have not yet got confirmed funding as of now. But the Fundls task of mobilising resources for the projects will be facilitated. if mero~er States also adopt short-term economic measures aimed ct r~atructuring their economies. The activities of the Community at the sub'-reqional level. are designed to complement the economic reform measures undertaken by member states. Honourable Ministers, Coming back to the financial position of the ECOWAS Fund, this vital institution of our Community cannot perform wonders 1f it is starved of funds. The ECOWAS Fund is now facing serious liqUidity crunch and unless its resources are augmented soon, the Fundls activities will grind to a halt. I therefore enjOin all of you to see to it that loans received from the Fund for development projects are repaiG promptly to enable it give further loans. Member States that ore still in arrears in the 9ayment of their first tranche of the Fundvs capital should liquidatQ their arrears. On a more positive note. I wish to report to you that the ECOBAN~ Transnational Incorporated, a purely private concern in which the ECOWAS Fund holds 10% equi interest, has commenced operation ing its office in Loma. I am informed that similar ECOBANK branch offices will soon be opened in 5, Nigeria and Abidjan, Cote d'lvoire. When ECOBANKt s operations have in the sub-region A. t is envi that it will assist in no small in facilitat intra-Communi trade as well as mobi~ising funds for the industrial and economic deve t of our Community. Honourable Ministers, Distinguished Delegates, There are more outstand problems which the Community should find quick solutions to, namely ~ i) The obstacles to the implementation of the ECOWA$ Trade Liberali sa tion Programme· and ii} The implementation of the Protocol on Free Movement of Persons, Right of Residence and Estebli The development of free flow of trade within the Communi is the bedrock of our economic integration efforts. It is in this light that a deciSion was taken some years ago at the highest poss Ie level, to set up the modalities the implementation of ECQWAS Trade Liberalisatlon Scheme. The Scheme enjoins that after a certain period, all tariffs and other barriers impeding free flow of trade, should be dismantled member States. It is lamentable that several years after the implementation of the deCision, nothing practical has taken place. It is in an effort to break this deadlock that the Secretariat sent some missions to member States to ascertain the lems and difficulties that have prevented them frcm implemen the scheme. The results of missions have been very revealing and on the basis of that, the Executive Secretariat has up a number of sible recommendations for due consideration and approval. I am convinced that when the time comes for us to deliberate on this important issue, Council will bring its collective wisdom to bear on this so that whatever decisioqs were taken will have a salutary effect on the implementation of this soheme. 4/ ..• Honourable Ministers, rdlng the lamentation of the Protocol on Free Movement of Persons, Right of Residence and Establi t, the report gatbered from member States indicates that member States have not faired better in the implementation of this Prococol. There are instances here and there of violations some member States of some aspects of its sions. We still witness at our numerous border- ts and points of our highways, continuous harassment of Communi citizens our security es. A member State still demands visas from ECOWAS citizens visit country while at most of our border pests; prolonged searches and illegal levies and taxes are sed on citizens in transit. Passengers and their vehicles are de for days and sometimes weeks bef~re th our territories. You can see with ma, Ministers, that these acts are indeed a and letter of the Protocol. Dear Collea s, t the pass t I am g1 that I am at least able to report to you that satisfac progress has been recorded in the that construction of the he~dquarters of our Community institutions. The construction of civil works on the Fundls he rters in Lome exceeded 70% while in the cas~ of the Executive Secretariat be tars in Abuja, Nigeria, work on the foundation works is on. However, I am made to know that as tbe ECOWAS Fundts own financial obligation towards the construction is ge exhausted, member States have not been forthcoming in the payment of their own allocations. Records available to the Secretariat indicate that as of now on three of our members paid part of their 1987 allocation while only one member paid her 1987 allocation in full and made part payment of her 198B allocation.
