he interview was recorded at Washington, D.C., on April 27, 1983Manuel Pérez-Guerrero had a long and distinguished career for some fifty years as an international civil servant and as a high-level government official in Venezuela. His international career began in the mid-1930s with the League of Nations and continued in the United Nations System, including the International Labour Organisation (ILO) and the United Nations Secretariat, where he held various senior positions. In 1945, he was present at both the Inter-American Conference on Problems of War and Peace at Mexico and the United Nations Conference on International Organization held in San Francisco as part of the Venezuelan delegation. In March 1969, Mr. Pérez-Guerrero was appointed Secretary-General of the United Nations Conference on Trade and Development (UNCTAD) and served in this position until March 1974. The interview, conducted on 27 April 1983, focuses on his recollections of the 1945 conferences and especially as a member of the Venezuelan delegation at these meetings. He also speaks of events during the period of the first General Assembly and his views of the terms of the first five Secretaries-General, the Bretton Woods meetings, his time as Chairman of the United Nations Mission to Aden in 1967 and at UNCTAD. .
